3132511 - Teams not accessible after IMPLEMENT_WORKAROUND_FOR_SCIM_GROUPS toggle set in SAP Analytics Cloud (SAC)

Symptom

After the toggle "IMPLEMENT_WORKAROUND_FOR_SCIM_GROUPS" is set on a SAC tenant, nearly all the current teams cannot be accessed through the SAC web interface.  Even logging on as the System Owner, you cannot see the current users for the teams and you cannot add new users to the teams.

Newly created teams work fine, and some of the old teams also still work, but the majority of the old teams (Which were created in the SAC Web Interface - not through the SCIM API) are no longer usable.
