3133058 - "Unable to access tenant URL server" when launch IRPA Desktop Agent

When launching the Desktop Agent, "Unable to access tenant URL server" error is seen. 
If clicking on the question mark, the following warning can be seen "Health check failed with a server status code 12029 - A connection with the server could not be established."

From technical trace, the following error can be seen:
