3133058 - "Unable to access tenant URL server" when launch IRPA Desktop Agent

When launch Desktop Agent, "Unable to access tenant URL server" error occurred. 
If clicking on question mark as following, you can see warning "Health check failed with a server status code 12029 - A connection with the server could not be established."
