When creating an adhoc report, the field Candidate Progress is showing the value "Hired" for all of the candidates in the job requisition, even if they were not hired.

The field is from the Job Requisition table and there is a candidate that has been hired into the job requisition, so the value will display because the value is referring to the job requisition, not the applicant.
The reason why all of the candidates are showing as Hired is because the "Candidate Progress" field that was selected is coming from the Job Requisition table, and not the candidate's job application. For the job requisition, there is already a candidate hired, which is why it shows as Hired for all of those candidates.
If you want to extract each candidate's status in the job requisition, you will need to use a different table that will refer to the candidate's job application and not the job requisition. The table that can be used, for example, is App Status Audit Trail, in which you will get all of the candidates' status history.
