3135329 - Change authorization is checked in My Inbox for purchasing documents - SAP Fiori & SAP S/4HANA.

• When approving a purchase order/contract/requisition in My Inbox app, the system checks whether the approver has change authorization (ACTVT = 02). If not, the error message "You are not authorized for this release process" appears. 
• Users do not appear in People Picker if change authorization is missing.
• An approver can approve e.g. contract with plants but not where the contract item has no/blank plant.
