3136023 - Manage Preliminary Billing Documents problem with attachment and Merge

Symptom

 Attach and Merge button is not working on Manage Preliminary Billing Documents app. 

Environment

SAP S/4 HANA Cloud 

Reproducing the Issue

  1. Go to Manage Preliminary Billing Documents App
  2. Select a billing document 
  3. Then go to 'Display Attachments' tab
  4. Check that 'Attach' and 'Merge' button is not working and can not be activated

Cause

Customer is trying to merge and attach without setting the Change mode. 

Resolution

The attach and merge of attachments to Output Items need to be done in Change Mode. So you can whether click on Change button before navigating to the Output Items or go to Change Preliminary Billing Documents app.
