There seems to be no difference on whether this checkbox permission is granted.

Delegate Setting Permission: Employee Work Space & Org Chart (User - options & settings > Add delegate > selected permissions.)

Unclear documentation on delgate permission setting

Lets assume "USER1" assigns "USER2" as delegate with the "Employee Work Space & Org Chart" checkbox is enabled. Now if "USER2" logs into the application and tries to act on behalf of "USER1" (act as delegator) they will be able to assign alternate supervisor to "USER1" subordinates. If the "Employee Work Space & Org Chart" checkbox is disabled, then "USER2" will not have the option to assign to alternate supervisor.
