Why is Sponsored with strikethrough is shown to Learner before registering to class on library?

With CourseHome enabled go to library and search for class and see Sponsored as price and, also, if the users are also informed of a refund if they withdraw.

This is the standard behavior, if option "Distribute Charges to Specified Account Codes" is set for Purchasing Option in the class details.

If you want users account code to be charged then set the purchasing option as "Charge to Buyer's Authorized Account Code" and ensure user record has a account code associated.
