3138976 - Error While Approving Project Baseline

SAP Business ByDesign.

1. Go to Managing My Area work center.
2. Go to Approvals view.
3. Select the relevant project baseline.
4. Click on Approve button.

System shows error message:

Scenario 2: Action not enabled.

Scenario 3:

Baseline XYZ cannot be approved by the project manager or substitutes.

OR:

Scenario 4: The error message is being triggered when trying to approve the task.

1. Go to Project Management work center.
2. Go to Baselines view.
3. Search for project ABC (ABC is the Project's ID).
4. Click in Approval button and select Submit OR click in Activate button.  

It is triggered the error messages:

• The action SUBMIT_FOR_APPROVAL is not possible. Refresh the screen and try again. If the problem persists, report an incident.
• Action not executed; data has been changed in parallel session

Cause for Scenario 1:

User is assigned to work center view MMA_MYPROJECTS (My Projects) with restricted read and restricted Write access. Also user is restricted to org unit. In the approval process for Baselines, user is assigned to all baselines belonging to company. Hence the user is determined by the system as an approver, but has no authorisation to approve.

Cause Scenario 2:

The Project's status is Stopped. When the project is stoped, it is not expected any new activities.

Cause for Scenario 3:

The approver of the task is the Project manager. The Project manager is not allowed to approve its own Baseline. That's why the error is triggered.

Cause for Scenario 4:

The project type is marked as Obsolete in the Business Configuration. To check that please follow the steps below:

1. Go to Business Configuration work center.
2. Go to Implementation Projects view.
3. Select the relevant project.
4. Click in Open Activity List button.
5. Navigate to Fine-Tune tab.
6. Open activity 'Project Types'.
7. Check the entry that is applicable for project ABC. 
   In column 'Obsolete', the entry is marked.

Resolution for Scenario 1:

The system determines a baseline as "belonging to an org unit" if the org unit is the project's requesting unit, the project's responsible unit, or any unit any project team member belongs to. The user must possess Read and Write access for the work center view MMA_MYPROJECTS for the specific org unit.

Please refrain that the user should have Write access (not only read access). Otherwise a similar error message will show up when trying to approve the project baseline.

Resolution for Scenario 2:

The user has to revoke the status of the Project. This action can be done by following the steps below:

1. Open the Project. 
2. Select the Header task. 
3. Navigate to Basic Data sub subtab. 
4. In the Project status, change it to Revoke Stop. 
5. Click in Save button. 

Now the baseline can be approved.

Resolution for Scenario 3:

The approval task should be reassigned to another employee.

Resolution for Scenario 4:

To un-mark the Obsolete parameter in entry, please follow the steps below:

1. Follow the steps in Cause section. 
2. Unmark the Obsolete option for the respective ID. 
3. Click in Save button.
