3139904 - SUM cannot stop or start system in Windows environment

Symptom

  • During SUM run in phase MAIN_SWITCH/STARTSAP_TRANS
    • sapupconsole.log:
      Last error code set:
      Action START failed for <hostname>/00
      ('sapcontrol.exe error at StartWait: FAIL: The system cannot find the file specified., CreateFile failed in plugin_pipefopen()').
    • System start failed by SUM
    • The system can be started manually
  • EXECUTING D:\usr\sap\<SID>\DVEBMGS10\exe\sapcontrol.exe -prot PIPE -nr 10 -function StopSystem",  the SUM is not able to stop the system.
  • The DB failover is happening instantly but the application server failover is taking more than 10 mins.
