Symptom
- Unable to update IAS administrator password because caller is not privileged admin.
- An error is seen when updating multiple user's passwords using Identity Directory Service API Bulk request
- Updating a single user's password using Patch or Put works fine
- Updating properties other than password with Bulk request works fine.
