3141307 - "Include inactive users in search" quickly disappearing

For employees that do not have permission to include inactive users in the search, when clicking the People Picker, such option displays for a brief moment and then disappears.

An employee that does not have permission to include inactive users in the search clicks the People Picker and sees for a brief moment the following button:

After a couple seconds it disappears.

This is an expected behavior, as it is caused by the order in which profile content is loaded.

Even though this does not have any impact on system usage, as RBP Permission will be respected and the option will be gone after a couple seconds, meaning the employee will not be able to check the box or search for inactive users, if you feel like this should not display at all for employees without such permission, please submit an enhancement by following the instructions listed in KBA 2090228.
