3142506 - The user menu tree for user XXX is empty error message appears after logon to SRM NWBC

Symptom

A user tries to logon to SRM system through NWBC (NetWeaver Business Client) and gets the following error message:

The user menu tree for user "TESTUSER" is empty. Please contact your system administrator.
