Symptom
When mobile apply is enabled, we just get the option to resubmit and when I click on it, there is no option to edit.
And, it gets resubmitted without the option to edit the fields.
But, when mobile apply is disabled, withdraw and resubmit the same application, and you can see the fields are editable.

Reproducing the Issue
When mobile apply is enabled, and we have a withdrawn application.
The candidate gets the option to resubmit and when they click on it, there is no option to edit.
And, it gets resubmitted without the option to edit the fields even though the permissions are in place (Read/Write for application in Default status and ReadOnly for withdrawn status)
But, when mobile apply is disabled, withdraw and resubmit the same application, and you can see the fields are editable.
Cause
We have confirmation from Product Management this is the behavior of the system as of now when Mobile Apply is enabled and we have an internal enhancement raised to change the behavior in the future.
Current behavior::
When mobile apply is enabled, we just get the option to resubmit and no option to edit. And, gets resubmitted without the option to edit the fields.
There is no permissions to edit fields like it is present when the mobile apply is disabled.
Resolution
In legacy external career site when a candidate wants to resubmit a withdrawn application, he/she can do so by selecting the resubmit application from the action dropdown on the Applied jobs page.
Since the candidate has selected resubmit application action we are able to identify the intent of the candidate and hence the fields are set as editable on the target job application page overriding the permissions set in job requisition template
(Read/Write for application in Default status and ReadOnly for withdrawn status).
However If mobile apply is enabled all the applied jobs are displayed as tile under the Applied jobs section. This tile used to display applied jobs does not allow to select multiple actions (Resubmit Application/ View or Edit Application).
As we cannot determine the intent of the candidate when he clicks on the withdrawn job application tile, we cannot determine if the candidate clicked the job application to resubmit the application or to view the application and the fields are marked as editable or readOnly based on the permissions set in the job requisition template.
As per the existing implementation for mobile apply there is no workaround for editing an application in withdrawn status. However, the application can be allowed to be edited after resubmitting.
In order to address this issue and to achieve the Desired behavior we have an internal ticket/enhancement created : RCM-84425.
