The configuration for revenue recognition key derivation (SSCUI 103198) was done properly.
However, for some sales order items, the recognition key was still not derived.

SAP S/4HANA Cloud
Reproducing the Issue
Check that the sales order with app Event-based Revenue Recognition for Sales Orders
Cause
The sales company is different with the company to be billed and inter-company billing is not supported. Under this situation, the recognition key can't be derived.
Resolution
It is standard design.
