3146763 - Scheduled or manually triggered CronJob does not execute - status remains NEW

Symptom

After a CronJob is triggered either manually or using a cron expression, it does not actually execute.

From the top right Processes menu in Backoffice, the triggered CronJob does not appear.

In Backoffice > System > Background Processes > CronJobs, it is found in status NEW and remains that way indefinitely.

The issue is intermittent and you will usually notice that it is observed shortly after a restart. Similarly, a restart may also resolve the problem in some cases.
