3147264 - Lead Time not calculated correctly for calendar weeks/months

Symptom

The unit of lead time(parameter LEADTIME_UNIT) has been defined as DAYS. However after running heuristic, the Lead Time in days is calculated incorrectly in calendar weeks/Months. 

For example, the heuristic is ran with 28 days of lead time. The expectation is to have lead time of four calendar weeks as 7 going into 28 four times. But the heuristic takes 28 days lead time of three calendar weeks in the result, which contains 21 days only.
