It is by product design behavior.

The action from context menu should be enabled only when the widget is fully rendered and stay in the "right" status.
When the widget is paused, the widget stay in kind of "intermediate" state, the action from context menu can't be applied to this "intermediate" state.
That is the reason that the context menu is disabled when the widget is paused. This is by intention design.
