3148089 - error_description=SAML+user+does+not+exist.+You+can+correct+this+by+creating+a+shadow+user+for+the+SAML+user

Symptom

You followed document Configure Single-Sign On Between a Subaccount in SAP BTP and SAP SuccessFactors.

While testing the connection from SuccessFactors to access a custom build app that is deployed on Cloud Foundry, you received the error :

"The requested operation is not available"

After checked SAML trace, below error can be seen,

GET https://xxxxxx.cfapps.eu10.hana.ondemand.com/login/callback?error=access_denied&error_description=SAML+user+does+not+exist.+You+can+correct+this+by+creating+a+shadow+user+for+the+SAML+user.
