3148095 - Intermittent RBP error when creating a new Offer Approval - Recruiting Management

User is not able to create Offer Approval. The following error is displayed at the moment that the User tries to select a Template:

"The offer approval templates aren't available because you don't have "Permission to Create Forms" Role-Based permissions."

SAP SuccessFactors Recruiting Management 

1. As a Recruiter that has the necessary RBP to create Forms, go to a Requisition which needs to create an Offer Approval;
2. Find the Candidate that the Offer will be generated;
3. Try to generate the Offer Approval and get the error. 

The error is caused by an internal inconsistency within the DC; this is one of the reasons that it happens occasionally.

When the issue is identified, is recommended to run an RBP Refresh Job within Provisioning, as explained by the KBA 2544719 - Setting Up an RBP Refresh Job in SuccessFactors. 

If after running this Job the issue is still present (even though is sporadic), please run a new one using the Job Type ???PROVISIONING_JOB_TYPE_CLEAR_COMANY_CACHE_JOB???
