3148662 - Downloading pre-requisite Notes looped via Revamped Note Assistant or Revamped Note Assistant starts up slowly.

The revamped Note Assistant(see SAP Note 3051466 - Simplified Note Assistant: SNOTE Revamp)  is in use in the system.

Scenario 1:

When trying to implement an SAP Note in revamped SNOTE, a pop-up screen will be displayed and ask if pre-requisite Notes should be downloaded. If "Yes" (default) is chosen and then clicked on "Next" button, the same screen will be displayed over and over again.
                                                                         
Or Error Messge "No SAP Notes loaded into system" is encountered when trying to download Notes via transaction SNOTE.

Scenario 2:

It takes more time to open the transaction SNOTE. And the message "Save file on application server"  was displayed every time when the transaction SNOTE is started.
