3149346 - On-premise usecase "Performance Monitoring" and "Configuration Monitoring" for SAP Cloud ALM cannot be re-enabled via /n/SDF/ALM_SETUP

• Use case PERF_MON cannot be re-enabled in an on-premise system via /n/SDF/ALM_SETUP once it has been disabled from the SAP Cloud ALM tenant.
• Use case "Performance Monitoring" cannot be enabled in an on-premise system via /n/SDF/ALM_SETUP.
• Use case "Configuration Monitoring" cannot be enabled in an on-premise system via /n/SDF/ALM_SETUP 
• in SLG1 for Object: /SDF/CALM SubObject: PERF_MON there will be entries for "usecase is deactivated centrally and is therefore unscheduled"
