3149656 - Cloud Integration: PGP Encryption Issue during decryption on target system

Symptom

When using Cloud Integration PGP Encryption to encrypt, the target system cannot decrypt the data using PGP decryption due to error "Decryption data failed: secret key for message not found". In PGP Encryption step, ambiguous UserId is configured, instead of unique UserId.
