Reproducing the Issue
Once the candidate moves to MPH status, The email is not getting triggered to the Dynamic Groups.

Resolution
As per the product design, We don't have any specific trigger for the scenario ( Once the candidate moves to ready to hire status in Onboarding process, the dynamic group has to receive the email notification).
