3151472 - Expense postings behavior in app Manage Project Billing

Symptom

For cost postings which do not have quantity but only amount(e.g E001 material) when a condition type other than PCO1 is applicable (e.g PCP0, PSP0 etc), the following would be the behavior in Manage Project Billing solution.
