3151788 - Inline macros in velocity email templates are not rendered

Symptom

Email template rendering is broken from time to time, it could happen to any emails, any time but not often. There is no error or exception found so far in logs which is proved to be the root cause. As seen from the broken emails, the broken places are all the parts which are using #macro in velocity template.
