Symptom
In an SAP Cloud Integration flow, a message is being sent via the SOAP receiver adapter. The adapter is configured for message-level security with the "Sign Message" and "Encrypt Message" options enabled.
However, the message processing fails with an org.apache.cxf.ws.policy.PolicyException. This error indicates a mismatch between the outbound message generated by Cloud Integration and the WS-Security policy requirements of the target web service.
The error details explicitly state that the security policy of the receiver could not be satisfied because the SOAP Body was not signed or encrypted as expected:
