3152795 - How to retrieve workspace from WebIDE@BTP when developer account accidently get deleted?

Symptom

Application Identity Provider of NEO subaccount is using default value https://accounts.sap.com SAP ID Service.
Developer account (such as: S-user) get deleted by accident. Confirmed with sso@sap.com could not create same user back.
Want to know the way to retrieve the projects developed by the deleted developer.
