Symptom
Data Locking is active in a model and a set of dimensions is locked either via the model data locking panel or a data locking task. The following applies when a user is not ADMIN or an OWNER of the model, which can bypass the locking upon publishing.
When viewing the data region in a story in the SAC web user interface the corresponding cells are greyed out and data entry is restricted.
However when viewing the same data region in a table in the SAP Analytics Cloud Excel Add-in the cells are not shown as greyed out and data entry on the cells is permitted.

Cause
The SAP Analytics Cloud Excel Add-in does not currently support the visual display and disabling of data entry for locked cells.
However data locks are still enforced at publication and an attempt to publish data for cells with data locking active will result in the message "Some of your data changes can't be published because of existing data locks. Those changes will be lost. Do you want to publish everything else?"
Resolution
The visual display of data locks in Excel Add-in is not yet supported but may be included in a future enhancement.

As an alternative if you enable Planning Area based on Data Locks, then even the process data should block preliminary entry.
