3154446 - Error or significant delay on Windows while sapcontrol is called via SWPM or SUM

Symptom

During SAP system installation, SAP system update or upgrade an error occurs. Due to the error the procedure cannot continue. Examples of errors:

SUM

The commands like

sapcontrol.exe ... -function GetProcessList
sapcontrol.exe ... -function StartWait <options>
...

end with error:

FAIL: The system cannot find the file specified., CreateFile failed in plugin_pipefopen()

SWPM

The commands like

sc.exe start SAP<SID>_<NN>
sapcontrol.exe ... -function StartService <SID>
...

end with error:

Error 1053 (The service did not respond to the start or control request in a timely fashion.)

When commands are run manually, they usually work without any issue.
