Symptom
Data locking is being used in SAC.
In SAC web, the fields are disabled and the users are not able to enter data on locked cells.
In SAC add-in, the fields are not disabled and the users can enter data on locked cells.
Environment
Cause
An admin or owner of the Model is always able to publish data, even if the data is locked with data locks.
Refer to chapter "Configuring Data Locking" -> "Exceptions and Restrictions", where it is mentioned:

Power users: Data locks do not apply to users with the admin role, or the user who created the model.
These users can import data, delete data, and publish their changes to public versions, even if it affects locked data.

The difference is that SAC web visualizes the data as locked by default and prevents data entry to the cells. However, the user can enable data entry from the context menu of the table via entry "Ignore Data Locks" and also enter data.
This entered data can not be published by a normal user (i.e. not admin neither owner), but the owner of the Model or an admin will be able to publish this data, although locked.
Refer to section "How Data Locking Works" in chapter "Configuring Data Locking".
The SAC add-in does not support visualization of locked cells. This means that the users can enter and publish data, but the data should not be saved in a public version if published by a normal user (i.e. not admin neither owner).
Resolution
This is not a bug in the tool but the intended behavior as explained in the "Cause" section of this document.
