Is it possible to take both Matrix manager rating and Direct Manager rating, then calculate the final rating?

It is an out-of-the-box functionality in Performance Management module. 

The Final Rating is governed by the following:
Rating Option used in the said Form Template (e.g., rating-opt="0", rating-opt="1", rating-opt="2",
rating-opt="3").

Sequence of the Roles in the route map of the said Form Template (e.g., First Step is EE, Second Step is EX, Third Step is EM, Fourth Step is EH, etc.)
Rating Option used in the said Form Template (e.g., rating-opt="0", rating-opt="1", ratingopt="2", rating-opt="3")

Regardless of the Rating Option we used in a Form Template, the system will always consider 1 and only 1 Final Rating. It is currently not possible to have 2 Final Rating (EX Rating and EM Rating to be considered both as Final Rating) in a Form Template since there’s no configuration to support such a requirement.
