You went to BTP Cockpit -> your global account -> your subaccount -> Services -> Identity Provisioning tile -> Configure Service -> Roles, and there is a need to assign a new user with IPS_ADMIN role.
Identity Authentication is connected to the subaccount as Application Identity Provider.
