3156009 - Are there other options to make user-specific settings except security policies?

Symptom

You want to make user-specific settings for password rules, password changes, the password change requirement, and logon restrictions.

Security Policy function is provided as of SAP_BASIS 731.
See SAP Note:2018918 - User-specific settings for password rules, password changes, and logon restrictions

But due to some reasons, customer could not implement the security policies. For example, Basis Release is lower than SAP_BASIS 731.

Are there other options to make user-specific settings except security policies?
