Symptom

The production order was TECO on system date rather than user's local time zone.

Environment

SAP S/4HANA Cloud

Cause

This is standard behavior.
The system stores the date of technical completion and uses the current system time to determine this date. The user's local time zone is not taken into account.

Resolution

Please submit a feature request through customer influence portal.
