3157456 - FRA_INITIAL_SETUP fails in Task CL_FRA_TC_ACTIVATE_HDB_CONTENT

Symptom

SAP ACS 1.4 for SAP S/4HANA (1.4S) is newly installed.
FRA_INITIAL_SETUP returned error and it ended with red Stop mark icon.

Message no. SCTS_HOT546
HrfRfcUser.hdbrole (sap.hana-app.fra.generic.dt.hrf) activation failed [GRC-BIS]

SAP HANA Rules Framework is installed as optional component. The role looks it is related to HRF.

read through Chapter 10 'Troubleshooting 'in Installation guide. I tried to activate the object. However, this HDB object is hidden in HANA Studio. It is displayed as below. I am having a difficulty in activation of this object.
