3157573 - Could not get initialized configuration - locked by another thread: SCC issue

Symptom

SAP Cloud Connector UI cannot be reached via HTTP/HTTPS port and below error is logged in the trace (ljs_trace.log):

java.util.concurrent.ExecutionException: org.apache.catalina.LifecycleException: Failed to start component [StandardEngine[com.sap.scc.servlets.CriticalSccException: Could not get initialized configuration - locked by another thread
