3158999 - Load job randomly encounters an error "There are no dbspaces open in readwrite mode for this RW operation" -- SAP IQ

Symptom

After upgraded from IQ 16.0 Sp11 to 16.1 SP5 about a week ago, randomly ETL jobs failed with the below error. Rerunning the job lets it go through and it does not happen on the same job twice.
