3159959 - SAML changes impact on the current On-Prem SPM version upgrade

We need to understand that SAML changes in the current version upgrade should not impact the existing functionality. Is SAML change flag based?

The SAML changes that were done in this version are the Auto Provisioning checkbox in the Authentication window, as customers didn't want to have, that every user is always getting a new account if the mail doesn't exist.

Since they didn't want to have the Auto Provisioning as a default option in On-Premises, we integrated this for them to change the behavior
