My problem is that every time I switch from a list to individual values, every column within every decision table I've made all becomes either a list or individual values.
Is there a way to create one input column that is not based on a list (individual value), and a second input column that is based on a list?

No, it's not possible to use an input one time as a list and one time not. Whenever an input can contain multiple values, it needs to be defined as a list but there are some ways to work with the operators and check the values. I'm attaching an example to show
