3160197 - Access to Restricted Dictionary Items

Even though a user does not have access to write dictionary items within a folder, they will still appear in the activities and have the possibility to be linked to an activity created by that user. Even though by default, all users can see all dictionary entries, it should not be allowed for users to work with them in charts if they are not authorized.
