3160665 - Diagram links in Process model metrics report open in Hub not in preview mode

The diagram links in the Process Model Metrics model either open in explorer or Hub in preview mode.  Users who have Hub only licenses are unable to view the diagrams via the links.  Can a diagram link be added that allows it to be opened in Hub but not in preview mode?

This idea hasn't been implemented, and has been forwarded to our Product Managers as a Feature Request.
