How can I restore a file (like document, diagram, process) deleted by another user?

You cannot restore a diagram deleted by another user. The document is in the trash of the person that has deleted the file, only this user can restore it.

As best practice: You can define which users are allowed to delete content, using the access rights for users & groups.
