I would like to limit Collaboration Hub users to only be able to generate PDF reports and limit the use of Microsoft Word reports to power users only.

You can grant access to specific feature sets for certain groups, e.g. a group of users which have the Collaboration Hub license. You could grant them the feature set "General - reports (basic & documentation)" as described in our user manual. But it is not possible to distinguish between Word or PDF reports. Either a group has access rights to this feature set or it has no access rights to the feature set.
