Is it possible to restrict being able to view risk & control information, that are dictionary entries for user groups, in the Info tab-Used dictionary entries of in Collaboration Hub?

You will need to setup Audience/Attribute groups in HUB to visually hide some of the attributes based on the audience group. As mentioned you can still see the items in the dictionary, which will show what models are linked.
