As an admin I granted a user all permissions on the folder level incl. publishing. But the user does not even see the publishing and embed diagram functionalities as an option in the Share menu in Explorer.
Resolution
If it was a permission issue the entries would be displayed but greyed out. However the particular user is not able to see the menu entries because he only holds a Hub license.
Given the appropriate permissions on the folder any enterprise user should see those menu entries and be able to use them.
