Can I use a technical user for LeanIX integration like leanix@example.com?

Yes it is possible, however for LeanIX you may use normal Signavio License as long as you don't have to enforce SSO. Please ask support to create a special license pool for that and invite the technical user into it.

NB: You may have to set up specific access rights for the Dictionary for this technical user.
