Is it possible to restrict the modeling notation "Customer Journey Maps" and assign it only to a specific group?

That is not possible. You can activate or deactivate a modeling notation only globally within a workspace. There is no feature to assign it to a user group or single user as you can see in the detailed user guide https://docs.signavio.com/userguide/editor/en/workspace_admin/manage_modeling_settings/configuring_notations_and_attributes.html
