Is it possible to restrict the modeling notation "Customer Journey Maps" and assign it only to a specific group?

That is not possible. You can activate or deactivate a modeling notation only globally within a workspace. There is no feature to assign it to a user group or single user as you can see in the detailed user guide Manage notations, attributes, and the dictionary
