3165532 - What is the difference between ON:OFF and 0:1 at _fix_control parameter setting

Symptom

There are different configuration descriptions, when the _fix_control parameter should be set. Some documentations are referencing to ON:OFF and some others are referencing to 0:1.

For example the note 

2470718 - Oracle Database Parameter 12.2 / 18c / 19c

describes the setting of the _fix_control parameter to ON or OFF like:

"_fix_control"='32205825:ON'

However the SBP (SAP Bundle Patch) README documentations is referencing to:

'32205825:1'

What is the right syntax?
