3165586 - Write Permission - questions and competencies field editable in Closed status

Irrespective of the permission granted to "questions" and "competencies" fields in closed status, the users were able to edit the fields even after the requisition was closed.

Engineering team has identified this behaviour as a defect and has been fixed in 2205 release.

As the field permission was not obeying by the recruiting roles for "question" and "competencies" fields in closed status. Engineering team has brought these fields under the permission to obey, meaning if read permission is given to any recruiting role in closed status then the user must only be able to read "question" and "competencies" fields and similarly, if the user is granted write permission then the user must be able to edit / update the fields in closed status.
