Candidates get an error during application process:

Applying will change your preferences
Warning: your candidate profile indicates you prefer not to be found by recruiters in other countries/regions. However, since this job is in a country/region outside your own, your profile will be visible to recruiters outside your country/region. Submitting this application will automatically change your preference to restrict your profile to be found by recruiters managing jobs you apply to.

The error is happening because two conditions are met at the same time:

1. the candidate selected the privacy option: "Only recruiters in my country/region"
2. the country of the Username with role "Recruiter" linked to the requisition for which the candidate apply, is empty or different than candidate's country

The best way to verify this is the fallowing:

- via Reporting check the Job Requisition Operators and verify who has the Recruiting role

- download the User Data File via Admin Centre > Export User  and verify what value is stored under "Country" column for that Recruiter
